From our studio in Palma, CARLO Design plans and oversees conversions, renovations and interiors in Capdepera, Cala Ratjada, Canyamel, Cala Mesquida and Artà. We first establish what the two municipalities and the Llevant nature park allow, design architecture and interiors as one team and are on site every week during construction.
Capdepera, with Cala Ratjada, Cala Mesquida and Font de sa Cala, still plans with rules from 1986, published as a consolidated text in 2020. Artà, with Colònia de Sant Pere, works with rules from 2010 that have contained strict water-saving requirements since October 2026.
On top of that comes the Península de Llevant nature park, extended in 2023 to around 17,100 hectares of land and sea, with areas in both municipalities. According to notary statistics, more than half of all purchase contracts here go to buyers from abroad. If you live elsewhere, you only travel for the important meetings.
Each kind of house comes with its own conditions. We clarify them before the first design.
Typically rubble stone walls, arches and narrow plots. In the old town of Capdepera aluminium windows and awnings are prohibited, and Artà cuts the construction tax for listed houses. We clarify the protection, then plan light, bathroom, kitchen and services.
More on renovation on MallorcaIn its villa areas Capdepera allows more design freedom, as long as the house fits in. Close to the sea we check the coastal strip first, then turn to bathrooms, kitchen, terraces and furnishing.
Interior furnishing on MallorcaUsually on rustic land, often within the nature park, and often with extensions built without a licence. Before you buy, we check what legally exists and what the park allows at all.
Checks before you buyAn extract from planning rules, bylaws and the park's protection plan, as of October 2026.
Since October 2026, new buildings and full renovations in Artà need a rainwater cistern of 17 cubic metres per 100 square metres of roof and a grey-water system for toilets and garden. A new pool must be connected to these tanks and may not be filled with mains water.
At a detached house in town the limit is 18 square metres of water surface, one pool per plot, and hot tubs from 2.5 square metres count. In the countryside the limit is 30 square metres, and only where a new house would be permitted.
The protection plan prohibits new buildings except for farming and park purposes, as well as most changes of use. Cisterns and old water tanks may not become pools. Every licence needs a report from the park authority, binding if unfavourable.
Until a dedicated protection plan applies, the rules here allow only conversion, restoration and maintenance, with a report from the heritage commission of the Consell de Mallorca. The council gave that plan provisional approval at the end of 2023.
Air-conditioning units may nowhere project beyond the façade, and condensate is drained inside. At the small group of houses by the harbour of Cala Ratjada: white façades, new windows in timber, open terraces, no units on roof or façade.
Within 100 metres of the shoreline, or 20 metres on land already urban in 1988, new homes are prohibited and legal houses may be modernised but not enlarged. On parts of the Colònia seafront, Artà grants no licence there for new building or extension.
