Renovating on Mallorca gets confusing quickly if you do not know Spanish building regulations. What would be a permit-free bathroom renovation in Germany may require an official licence on Mallorca. Ignore this, and you risk fines, work stoppages or, in extreme cases, mandatory demolition.

This guide explains, from our practice in renovation on Mallorca, how renovations on the island work and what international owners should watch out for. It does not replace legal advice.

On Mallorca, almost every renovation needs approval

In Spain, the local building authority controls almost every structural change. Unlike in Germany or the UK, where many renovations are possible without permission, on Mallorca you need some form of official approval for nearly every project. That includes work that looks minor.

On top of this, every municipality on Mallorca has its own regulations and interpretations. What is allowed in Palma may be handled differently in Deià. These differences between municipalities are where international owners most often come unstuck.

Obra menor and obra mayor: the two types of building permit

Obra Menor (minor works)

There used to be the classic Licencia de Obra Menor. This legal category no longer exists in a unified form. Depending on the municipality, it has been replaced by a Comunicación Previa, a prior notification, or a simplified approval procedure.

This covers work without structural intervention: painting, new flooring, replacing kitchen or bathroom fittings without changing the layout, repairs to roofs or windows. Processing is usually faster and simpler.

Obra Mayor (major works)

As soon as your project involves structural changes, you need a Licencia de Obra Mayor. This applies to removing load-bearing walls, extensions, building a pool, major facade alterations or adding a storey.

For this you need a detailed construction project drawn up by an architect licensed in Spain. Processing by the authorities can take several months.

What the permits cost

Building work on Mallorca incurs two items: the construction tax (ICIO) and a municipal fee (tasa). In Palma they are 4 percent and 2.61 percent, together 6.61 percent of the pure construction cost, as of 2026. Other municipalities set their own rates; by law the construction tax may not exceed 4 percent. Details are in our guide to building permits on Mallorca.

These charges come on top of the actual construction and planning costs and should be factored into the budget from the start.

Special rules for fincas and rural properties

If your property sits on rustic land (suelo rústico), considerably stricter rules apply. Extensions and additions are often heavily restricted or prohibited entirely. Before buying a finca that needs renovating, have someone check exactly what is legally possible.

For historic or listed buildings, further conditions apply. Heritage protection can significantly limit the scope of changes.

Why it helps to have someone on the island

If you are not permanently on the island and do not speak the language fluently, someone who handles the application, deals with the authorities and knows how the municipality works will save you months of delay and costly mistakes.

That is what we do. As an interior design studio on Mallorca based in Palma, we know the municipalities, work with an architect licensed in Spain, and look after the whole project, from the first feasibility check through the permit to handover. You speak with us in German, English or Spanish, and we take care of the rest.

The steps of a renovation on Mallorca

A renovation on Mallorca goes through these steps. First we check whether your project can be approved at all. Then planning by an architect and submission of the application. This is followed by the wait for the permit, which for major projects means several months. Only then does the actual construction phase begin, followed by registering the changes in the cadastre and land registry.
